The stories are to say that the physics of the world is a bastard, but there are some things that fools physics.
The real world includes all of this.
It also includes the citizen of Valencia who suddenly realizes that their government does not have the power they thought it had, nor do they have the power they need to have, and so they get angry and curse the king that is powerless.
and it also includes the Bangladeshi citizen who's village gets swallowed by the flood, but he endures it relying on the stories that govern the same village, he cries a little, laughs a little later, does not object to anyone, and continues to live a little later, and nothing is done to prevent this from happening again.
Both individually and collectively live within the same physical world, and perhaps both live the same amount.
The rainmaker cloud doesn't care that the frogs understanding of the rain that is going to fall on their heads is completely different from the monkeys on the tree's understanding of the same rain.
Nature allows the blind to live next to the sighted. The physics of the world swallows dreamers. But it lets them live and then it swallows them.
So, when electricity, gas, nature, etc., becomes scarce for everyone, even for government organizations, you should not be quick to say "we are experiencing a complete collapse". Because the physical world is going to let your story-drenched people go through the flood, and live, and cry, and laugh again, and then be swallowed up.
The physical world is not going to have mercy on them, but it's not like you can say that the curtain of cruelty has just gone up and the show has just begun! We are going to get destroyed together very slowly, silently, and patiently.
